I've been thinking along some similiar lines there myself. I definitely don't think Joyce is part of the First Evil at all. I also can't help but look back to Angel's "epiphany" episode when he gets the ring that should takes him to the head office and the elevator lets him out right where he got on it - earth. The point is made that this>/i> is their headquarters because evil resides in every single person. Would be good continuity to have this show up in Buffy as well.
