Definitely photoshop. Zoom in and look at the way the grass blurs near the cat.

Actually it isn't photo shop but a fairly very well know painted cat which is documented in the book Why Paint Cats: The Ethics of Feline Asthetics (http://www.amazon.com/exec/obidos/ASIN/1580082718/qid=1038772861/sr=2-1/ref=sr_2_1/102-8681701-8927361) a book I happened to pick up and read through at a Barnes and Nobels in Philly a couple of weeks ago.

It is indeed both actually - photoshopped and from the book "Why Paint Cats" which is the sequel to "Why Cats Paint", both being whimisical books with much excellent photoshopping in them. ;)
